Israel has conducted airstrikes on the Lebanese capital Beirut, with strikes targeting Zuqaq al-Blat, as the war in Gaza enters its 409th day on Monday.

The strikes come as a ceasefire in Lebanon is set to be discussed further. Amos Hochstein, the US envoy to Lebanon, was set to arrive in Beirut on Tuesday, although reports have since claimed that he has delayed his arrival.

Additionally, dozens were killed and injured in fresh massacres by the Israeli forces in Khan Younis, Beit Lahia, Nuseirat, and Al-Bureij through Sunday night into Monday.

According to the Gaza media office, 96 people were killed, at least 60 were injured and over 15 were still missing in the attacks across Gaza, including 72 members of several Palestinian families.

Two further massacres were carried out in the Nuseirat and Al-Bureij camps, where 24 people from six Palestinian families were killed.

Strikes against tents for displaced persons in Khan Younis killed four people on Monday morning, according to reports from the Palestinian news agency Wafa, which also added that strikes against Beit Lahia in north Gaza killed two people.

Israel's war on Gaza has killed 43,922 people and injured a further 103,898. In Lebanon, its war has killed 3,516 people and injured a further 14,929.

The leaders of the world's biggest economies called for a US-proposed permanent ceasefire in Gaza in return for the release of all hostages, as well as a Lebanon ceasefire "that enables citizens to return safely to their homes on both sides of the Blue Line."

Israel's Foreign Minister Gideon Saar on Monday called on the UN Security Council to pressure Iraq's government to end attacks by "pro-Iranian militias" on Israel.

"This evening I sent a letter to the president of the UN Security Council in which I called for immediate action regarding the activity of the pro-Iranian militias in Iraq, whose territory is being used to attack Israel", Saar said in a post on X that featured a copy of the letter.

Warning that Israel has the right to defend itself under the UN charter, Saar said that Iraq "is responsible under international law to prevent the use of its territory as a base for attacks against other nations."

"Israel calls on the Iraqi government to fulfill this obligation and to take immediate action to halt and prevent these attacks," Saar added.

Saar said Israel would take "all necessary measures to protect itself and its citizens" from Iran-backed militias.

Lebanon's Iran-backed Hezbollah group said Monday it had launched explosive-laden drones at military targets in Tel Aviv, as Israeli rescuers said five people were injured by rocket fire in the city suburbs.

Hezbollah fighters launched an "air attack with a squadron of qualitative attack drones on sensitive military points - which will be announced later - in the city of Tel Aviv," the group said in a statement.

Lebanon and Hezbollah have agreed to a U.S. proposal for a ceasefire with Israel with some comments on the content, a top Lebanese official told Reuters on Monday, describing the effort as the most serious yet to end to the fighting.

Ali Hassan Khalil, an aide to Parliament Speaker Nabih Berri, said Lebanon had delivered its written response to the U.S. ambassador in Lebanon on Monday, and White House envoy Amos Hochstein was travelling to Beirut to continue talks.

There was no immediate comment from Israel.

Hezbollah, a heavily armed movement backed by Iran, endorsed its long-time ally Berri to negotiate over a ceasefire.

"Lebanon presented its comments on the paper in a positive atmosphere," Khalil said, declining to give further details. "All the comments that we presented affirm the precise adherence to (U.N.) Resolution 1701 with all its provisions," he said.

He was referring to U.N. Security Council Resolution 1701, which ended a previous war between Hezbollah and Israel in 2006.

Its terms require Hezbollah to have no armed presence in the area between the Lebanese-Israeli border and the Litani River, which runs some 30 km (20 miles) north of the frontier.

Khalil said the success of the initiative now depended on Israel, saying if Israel did not want a solution, "it could make 100 problems".

Israel has long claimed that Resolution 1701 was never properly implemented, pointing to the presence of Hezbollah fighters and weapons along the border. Lebanon has accused Israel of violations including flying warplanes in its airspace.

Khalil said Israel was trying to negotiate "under fire", a reference to an escalation of its bombardment of Beirut and the Hezbollah-controlled southern suburbs. "This won't affect our position," he said.

The Israeli army issued a new statement following the incident in Tel Aviv and said that after a "review of the findings" by security forces, the explosion was a result of "the interceptor that intercepted the surface-to-surface missile".

"From an initial debrief of the IAF Aerial Defense Arrays, it seems as if the interceptor intercepted a surface-to-surface missile that crossed from Lebanon at a high altitude. The debris from the missile hit the ground, causing damage and injuries. The entire incident is under examination."

A spokesperson for Israeli police said the explosion in Ramat Gan, a Tel Aviv suburb, was not caused by falling shrapnel but a "heavy missile hit", contrary to the Israeli army's prior statement.

The district police commander was quoted by Israel's Kan broadcaster as saying: "It is not fragments of an interceptor, but a heavy missile hit".

The Israeli army issued a statement earlier this evening saying shrapnel likely fell in central Israel.

Five people were wounded by the strike, Israel's ambulance service said.

US warns Turkey against hosting Hamas leaders

The United States warned Turkey on Monday against hosting Hamas leadership, saying Washington does not believe leaders of a terrorist organization should be living comfortably.

Asked about reports that some Hamas leaders had moved to Turkey from Qatar, U.S. State Department spokesperson Matthew Miller did not confirm the reports but said he was not in a position to dispute them. He said Washington will make clear to Turkey's government that there can be no more business as usual with Hamas.

Miller added that some Hamas leaders are under U.S. indictment and Washington believes they should be turned over to the United States.

"We don't believe the leaders of a vicious terrorist organization should be living comfortably anywhere, and that certainly includes in ... a major city of one of our key allies and partners," Miller told reporters at a regular news briefing.

A Turkish diplomatic source dismissed on Monday reports that Hamas had moved its political office to Turkey, adding that members of the Palestinian militant group only visited the country from time to time.

Fire still burning in Tel Aviv after suspected rocket hit

Rescue services in Israel have been attempting to extinguish a large fire in a Tel Aviv suburb which was caused by suspected rocket or falling shrapnel on Monday night.

Footage shared online showed a building and electricity poles on fire and debris scattered across the street with shopfronts and poles clearly damaged in Bnei Brak, east Tel Aviv.

Five people were wounded in the attack, Israel's ambulance service said.

The Israeli military have not released much detail on the incident, only reporting falling shrapnel in central Israel.

Prime Minister Benjamin Netanyahu said on Monday that Israel will continue to operate militarily against the Iran-backed Lebanese armed movement Hezbollah even if a ceasefire deal is reached in Lebanon.

"The most important thing is not (the deal that) will be laid on paper," Netanyahu told the Israeli parliament.

"We will be forced to ensure our security in the north (of Israel) and to systematically carry out operations against Hezbollah's attacks... even after a ceasefire", to keep the group from rebuilding, he said.

Netanyahu also said there was no evidence that Hezbollah would respect any ceasefire reached.

"We will not allow Hezbollah to return to the state it was in on October 6" 2023, the eve of the strike by its Palestinian ally Hamas into southern Israel, he said.

Hezbollah then began firing into northern Israel in support of Hamas, triggering exchanges with Israel that escalated into full-on war in late September this year.

Lebanon's government has largely endorsed a US truce proposal to end the Israel-Hezbollah war and was preparing final comments before responding to Washington, a Lebanese official told AFP on Monday.

Israel insists that any truce deal must guarantee no further Hezbollah presence in the area bordering Israel.

Members of the United Nations Security Council called on Monday for a surge in assistance to reach people in need in Israeli-basieged Gaza, warning that the situation in the Palestinian enclave was getting worse.

British Foreign Secretary David Lammy said there needs to be a "huge, huge rise in aid" to Gaza, where most of the population of 2.3 million people has been displaced and health officials in the coastal enclave say that more than 43,922 Palestinians have been killed in Israel's 13-month-old offensive against Hamas.

"The situation is devastating, and frankly, beyond comprehension, and it's getting worse, not better," Lammy said. "Winter's here. Famine is imminent, and 400 days into this war, it is totally unacceptable that it's harder than ever to get aid into Gaza."

Central Tel Aviv has been hit by falling shrapnel after a Hezbollah rocket was intercepted according to reports, marking the first time the city has been hit since the outbreak of conflict between Hezbollah and Israel over a year ago.

Footage shared online showed a building in flames and extensive damage to the street and buildings in the Bnei Brak and Ramat Gan area.

Israel's ambulance service said it was treating five people wounded by shrapnel with one person in a critical condition.

The damage follows air raid sirens which were triggered in central Israel around 7pm local time. Israeli military said it identified one projectile crossing from Lebanon into Israeli territory and added that "a fall was identified in the area" which it claimed was "likely shrapnel" from the interceptor.

Strike came hours after reports Hochstein visit postponed

Israel's strike on central Beirut, the third in less than 24 hours, came just hours after media reports that US special envoy Amos Hochstein would not be visiting Lebanon on Tuesday, as expected to discuss the latest ceasefire proposal.

Hochstein has been in Israel to discuss a deal to stop the fighting between Hezbollah and Israel which has been ongoing since October 2023.

Officials in Lebanon have been hopeful that a ceasefire could be finalised and had expressed optimism prior to the media reports that Hochstein's visit would be delayed.

A source close to Lebanon's Parliament Speaker Nabih Berri told Al-Araby Al-Jadeed that there had been no official communication that Hochstein would visit Beirut tomorrow.

"But there was anticipation for that, and until now we have not been informed of any date," noting that "the visit has not been cancelled, but as we said previously and this is also our position, any tour by the US envoy must carry a serious and tangible development."

The source said that Lebanon's position on the ceasefire is well known.

"We will only abide by Resolution 1701 without any amendment or attempts to circumvent it, and we will not submit to any Israeli conditions that affect Lebanese sovereignty, no matter how much the enemy tries to pressure with fire."

Despite media leaks that Hochstein will visit Beirut tomorrow, more than one official Lebanese source confirmed to Al-Araby Al-Jadeed this morning that "the Parliament Speaker has not yet been informed of any date for Hochstein's visit".

Death toll rises to 5 in Israeli strike on Beirut

Lebanon's health ministry said five people have been killed in Israel's strike on a building in Zokak al-Blatt neighbourhood of central Beirut on Monday evening.

At least 24 people were injured in the strike which marks the third on central Beirut in two days. The strike came without warning and hit just minutes away from Lebanon's parliament buildings.

It is unclear at the moment who the strike was targeting.

Dozens of heritage sites in Lebanon were granted "provisional enhanced protection" by UNESCO Monday, the UN cultural body said, offering a higher level of legal shielding as fighting continues between Israel and Hezbollah.

Mikati added that "this decision serves as a strong deterrent against the Israeli enemy, as it considers attacks on archaeological sites to be war crimes, requiring the prosecution of the aggressor before international courts."

He emphasised that "all nations and decision-makers must act to end the bloody and destructive Israeli aggression against Lebanon and implement international resolutions, foremost among them Resolution 1701."

One such email from the Houthis, seen by AFP, warned German shipowners of "a naval blockade on the Israeli enemy".

It said "all vessels belonging to it, associated with it or bound for it" would be "subject to punishment and ... prohibited from crossing the area of operations of the Yemeni Armed Forces".

A VDR spokeswoman told AFP the authenticity of the emails had been confirmed by the German navy and International Chamber of Shipping.

US envoy expected in Beirut on Tuesday for ceasefire talks

The US official overseeing contacts to secure a ceasefire between Israel and Hezbollah in Lebanon is due to visit Beirut on Tuesday, sources in Lebanon said on Monday, with Beirut expected give its response to a US truce proposal.

The US-led ceasefire diplomacy has come back into focus as Israel has been stepping up its offensive. Israeli strikes in two Beirut neighbourhoods killed six people including at least one senior Hezbollah official on Sunday, the first time Israel has struck central areas of the capital in a month.

The new US truce proposal was delivered last week to Lebanese Parliament Speaker Nabih Berri, who has been endorsed by Hezbollah to negotiate.

White House envoy Amos Hochstein was expected in Beirut on Tuesday for talks on the ceasefire, a Lebanese political source told Reuters. Lebanese media outlet Voice of Lebanon also reported the visit, citing Lebanese lawmaker Kassem Hashem, who is part of Berri's parliamentary bloc.

Iraqi faction claims drone attack from Syria against Israel

The Islamic Resistance in Iraq (IRI) has claimed a new drone attack against Israel that has been reportedly launched from Syria.

In a Telegram statement late yesterday, the group said the attack was launched against a "vital" target in the southern Israeli city of Eilat.

The New Arab's Arabic language site Al-Araby al-Jadeed quoted three sources close to the IRI as saying that the group decided to launch attacks from Syria for "security and political reasons" aiming to avoid a military response by Israel or the US against the group in Iraq.

Yemen's Houthis claim fresh attacks on Israel

Yemen's Houthi forces claimed responsibility yesterday evening for two fresh drone launches targeting Israel's southern Ashkelon and central Gush Dan area.

In a statement, the group's military spokesman Yahya al-Sarea said that a number of drones were launched and "achieved their goals successfully". He said that the group would continue their operations until Israel halted its "aggression" on Gaza and Lebanon.

After midnight, the Israeli army said that it intercepted a hostile unmanned aircraft in the Eilat area before it crossed into Israel, with no reports of casualties as a result of the interception.

The Houthi launches follow a similar drone launch on 16 November targeting Israel's southern Red Sea city of Eilat, which was also intercepted by Israel.

Palestinians condemn killing of Hezbollah media chief

Palestinian factions have condemned the killing of Hezbollah's media chief Mohammed Afif with Hamas describing it as a "heinous crime", saying his assassination "will not silence the voice of resistance".

In a Telegram statement yesterday, the group said Afif represented a "strong and defiant voice of resistance".

The Palestinian Islamic Jihad (PIJ) also denounced Afif's killing as "sinful", saying that "this barbaric aggression will only increase the brilliance and strength of the resistance".

For its part, the Popular Front for the Liberation of Palestine (PFLP) said the "cowardly assassination" of Afif is nothing but additional evidence of Israel's "failure to break the will of the resistance… and its [Israel's] inability to silence the voice of the resistance and its free media".
